Congress demands the ouster of State Power Minister

Shillong, Mar 12: The opposition Congress on Friday moved a breach of privilege motion against Chief Minister Conrad Sangma for what they say was deliberately misleading the House on March 9, 2021 in relation to the Power Purchase Agreement (PPA) signed in 2007 by the then Congress government.

In the letter to Chief Minister, Congress MLA from Rangsakona Zenith M Sangma said, “I am serving the notice to inform you a motion on Breach of Privilege under Rule 158 of the Rules of Procedure and Conduct of Business in the Meghalaya Legislative Assembly will be raised by me on Monday, the 15th of March 2021.”

He said that the motion on breach of privilege was moved under the provision of Rule 167 of Rules of Procedure and Conduct of Business in Meghalaya Legislative Assembly.

The Congress MLA alleged that the Chief Minister have deliberately mislead the August House on March 9, 2021 that the Government is now helpless and will be compelled to pay the NTPC @ Rs.11 crores x 12=Rs. 133 Crores per year and Rs. 133 crores x 25 = Rs. 3325 crores for total period of 25 years for not drawing power and by further deliberately hiding the operational part of Para 2.2.4 and Para 12.0 of the PPA between NTPC and MeSEB; operational part of the Tripartite Agreement (TPA) signed on 20.03.2003 by Government of Meghalaya,Government of India and Reserve Bank of India (RBI), all of which governed the content and spirit of the PPA and by hiding the operartional part of Section 26; Section 62 and other relevant Sections of The Electricity Act 2003 and thereby misleading the August House.
