Shillong, Aug 2: A policy seeking to reciprocate “generous people” with government jobs for providing land to the government to take up various developmental activities has been approved by the State cabinet.
Addressing media persons after the cabinet meeting here on Wednesday, chief minister, Mukul Sangma said that this was done in order to provide a space (for job appointment) for people who have been generous enough to enable the government to get lands for various government establishments and developmental programmes.
The chief minister however said that the job space created to such generous people would be restricted to only Grade III and Grade IV posts in government departments.
He said that since inception of the state, there have been instances where people have been approached whether individual land owners, group land owners, clans and traditional institutions for providing land for such proposes.
Citing an instance where jobs were provided to people who parted their land with the government, Sangma said that the cabinet had earlier approved regularization of 16 posts in order to reciprocate the generosity of people who provided land required for implementing a water supply project, to meet the water requirement of Shillong city.
According to him, regularization of these posts was pending due to absence of policy back up.
“Today, we have amended the policy further by ensuring that there is a better clarity while enforcing this policy,” he said.
The chief minister said that land owners can recommend the names of such people who should be given jobs in the government for Grade III and Grade IV posts, and in the case of traditional institutions, recommendation of names should be done in consultation with the families who are affected by the project and deserved to be appointed in the government.
Meanwhile, the cabinet also approved the Meghalaya Ministerial District Establishment Service Rules to ensure better administration, appointment, and regular posting are regulated.
He also said that this also include promotional avenues and career progressive and the mode of recruitment which is required to be transparent.
According to him, there are a number of service rules pending, as well as those which were already framed have been amended to achieve the objective of having better management of government servants recruited.
